ASER users (NSD employees) do not have authority to change
parameters of payments orders in DVP deals, deals through
international settlement and clearing organization and operations
with bank and trading accounts.
Observed the order receiving process in ASER and noted that
the system does not give the authority to change parameters
of payments orders.
No exceptions noted

Functionality within ASER prevents the processing, execution and
recording of manually inputted operations or client orders without
verification by independent reviewer.
For a sample of executed and recorded service operations or
client orders in ASER re-performed the verification
procedure and ensured no exceptions were present that
would have prevented the operations and documents from
being processed.
