On Amendments to the List of Documents Provided by Holders of Russian Federation Eurobonds to NSD (When Providing and Not Providing the Foreign Depository List)

To Holders of Russian Federation Eurobonds

NSD (National Settlement Depository, hereinafter – NSD) hereby informs that as of July 8, 2025, a new version of the List of Documents Provided by Holders of Russian Federation Eurobonds to NSD (When Providing and Not Providing the Foreign Depository List) (hereinafter – the List) enters into force.

According to the new version of the List*:

clarified terms and definitions in Section 1 of the List;
adjusted the conditions under which identification documents for the Eurobond Holder need not be submitted if they were provided previously and no changes have occurred (paragraph 2.8, Section 2 of the List, Appendices 4 and 4.1);
clarified the requirement to provide a power of attorney or other document confirming the authority of the representative of the Foreign Depository/Broker (paragraph 2.10, Section 2 of the List);
clarified requirements for verifying the authenticity of the signature of an authorized representative on Form AA106 (sub-paragraph 2.1.2, paragraph 2.1, Section 4 of the List);
expanded the accepted formats for submitting identity documents (sub-paragraph 2.3.10, paragraph 2.3, Section 4 of the List);
adjusted the requirements regarding the content and types of documents confirming the corresponding quantity of Eurobonds as of the Record Date (paragraph 3, Section 4 of the List);
introduced the possibility of providing documents confirming ownership of Eurobonds for a period including the Record Date (paragraph 3, Section 4 of the List);
expanded the list of formats for submitting additional documents confirming ownership of Eurobonds (paragraph 3, Section 4 of the List);
clarified the circumstances under which a document indicating the Eurobond custody/storage scheme may be omitted (paragraph 4, Section 4 of the List);
added a requirement to provide documents confirming that no replacement of the Eurobonds specified in the Application was carried out in accordance with Decree No. 677 (paragraph 7, Section 4 of the List);
expanded the list of information/documents required for tax withholding (Appendix 1 to the List);
in the Application for Payment Distribution for Eurobonds and the Notification of Submission of Additional Documents/Information to a Previously Submitted Application, the possibility is provided to indicate the applicant’s consent/non-consent to sharing payment information with the foreign depository (Appendices 2, 2.1, 4, 4.1 to the List);
added a disclaimer to the Application for Payment Distribution for Eurobonds (Appendices 4, 4.1 to the List);
edited the form of the Eurobond Holder’s written waiver of all potential future claims (Appendix 5 to the List);
made editorial corrections.
