In accordance with Bank of Russia Regulation No. 236-P dated 04.08.2003 "On the Procedure for Granting Credits by the Bank of Russia to Credit Organizations Secured by Pledge (Blocking) of Securities", NSD performs the functions of a depository that registers encumbrance of securities by pledge during Bank of Russia credit operations for banks. The collateral for Bank of Russia credits are securities blocked in separate sections of the depository account of the owner – credit organization.

The Bank of Russia may carry out securities transfers without reciprocal instructions for all specified sections.
Depositor – Credit Organization may carry out the following operations without reciprocal instructions:
Debiting securities from section "05" at the initiative of the depositor-credit organization is carried out only on the basis of reciprocal instructions from the credit organization's depository and the Bank of Russia. Separate operations with reciprocal instructions are used for this – operation codes 26 and 26/1.
The depositor-credit organization may carry out the above operations on section 05 "Blocked by Bank of Russia" and cannot submit instructions to sections "06", "07".
To carry out securities transfers from section 05 "Blocked by Bank of Russia" of credit organizations' depository accounts at NKO AO NSD, separate operations are introduced that will allow transfers based on reciprocal instructions from credit organizations' depositories and the Bank of Russia.
Currently, operations with codes 16 and 16/1 are used to return securities from section "05" "Blocked by Bank of Russia".
From the date of entry into force of changes to the Procedure for Interaction between the Depository and Depositors, providing for the introduction of new operations 26 and 26/1, operations with codes 16 and 16/1 cannot be used to debit securities from the "Blocked by Bank of Russia" section.

If there are insufficient securities on the credit organization's depository account, the instruction does not begin execution and notifications are not sent to the Bank of Russia. Within 26x operations, no report is provided to the credit organization about insufficient securities to begin instruction execution, and the credit organization must independently track balances in the relevant depository account sections.
