General Information

On January 1, 2013, Federal Law No. 414-FZ dated 07.12.2011 "On Central Depository" (hereinafter referred to as the Law) came into force. The Law was amended in accordance with Federal Law No. 282-FZ dated December 29, 2012 and Federal Law No. 145-FZ dated July 28, 2012. The Law defines changes occurring in the accounting system of the Russian securities market as a result of creating a central depository.

Central depository status was assigned to NKO AO NSD by order of the Federal Financial Markets Service of Russia dated 06.11.2012 No. 12-2761/pz-i.

In accordance with paragraph 5 of Article 22 of the Law, central depository status may be assigned to only one legal entity.

Simultaneously with the Federal Law "On Central Depository", Federal Law No. 415-FZ "On Amendments to Certain Legislative Acts of the Russian Federation in Connection with the Adoption of the Federal Law "On Central Depository" was adopted, which came into force on July 1, 2012. This law changed the approach to building the accounting system of the stock market, an element of which became the central depository, established new types of depository accounts. Significant changes are related to the appearance of a new category of personal accounts in the registers of owners of registered securities — personal account of the nominal holder of the central depository.

If an issuer, in whose register a personal account of the nominal holder of the central depository is opened, ceases to meet the requirements established by current legislation, after NKO AO NSD receives relevant information, a change in the type of personal account of the nominal holder of the central depository to a personal account of a nominal holder is provided.
