Transit of Electronic Documents
NSD EDMS allows NSD EDMS Participants to exchange electronic documents with each other, as well as with individual NSD structural units.
General Information

Transit of Electronic Documents through NSD EDMS

  • Regulated by NSD Electronic Document Flow Rules (Appendix 1 to the Electronic Document Exchange Agreement concluded between the client and NSD).

  • Provided only if the sender and recipient use the same type of Cryptographic Security Tools (either GOST only, or RSA only).

Size of one Transit Electronic Documents Package — no more than 200 MB, number of electronic documents transmitted in the Package — no more than 100 MB.

NSD

  • Has the right in accordance with clause 3.7.3. of Electronic Interaction Rules (Appendix No. 1 to EDMS Rules) to refuse the Participant the use of NSD EDMS capabilities to receive from another Participant and/or send to another Participant electronic documents.

  • Is not responsible for the content of transit electronic documents transmitted by Participants during document transit through NSD EDMS, unless otherwise specified in NSD EDMS Rules.

  • Provides transit of electronic documents taking into account EDMS requisites defined by the Participant by submitting Applications for EDMS Support to NSD (Appendix No. 2 to NSD Electronic Document Flow Rules), and powers of the attorney — certificate holder of electronic signature verification key (either sole executive body, or person acting on the basis of Power of Attorney for Signing Electronic Documents in NSD EDMS (Appendix No. 2 to NSD Electronic Document Flow Rules).

  • Ensures participation of its authorized representatives in the Technical Commission's work in case of receiving a written invitation from at least one party to the conflict situation. If necessary, NSD, with the consent of the parties, provides the Technical Commission with the Electronic Document Exchange Agreement concluded with each party to the conflict situation, as well as Powers of Attorney for Signing Electronic Documents in NSD EDMS (if available), EDMS Participant Questionnaires and other documents confirming the legitimacy of using a specific electronic signature (certificate of electronic signature verification key) in NSD EDMS and, in particular, for signing TED (TEDIK).

NSD EDMS Participants

  • All NSD EDMS Participants who have concluded an Electronic Document Exchange Agreement with NSD receive free access to the transit service of NSD EDMS without any additional applications (except for NSD EDMS Participants for whom transit is the only NSD service and who, in one package with the Electronic Document Exchange Agreement, also conclude with NSD an Agreement on Providing Services for Transit of Electronic Documents).

  • Rights and obligations of Participants arising from the content of transit electronic documents are defined by Participants in agreements concluded between themselves (if rights and obligations are not defined by NSD EDMS Rules).

  • Conflict situations arising in connection with transit of electronic documents through NSD EDMS are resolved by the Sender Participant and Recipient Participant through negotiations. If Participants have not reached an agreement through negotiations, they appoint a Technical Commission and act in accordance with the Procedure for Resolving Conflict Situations established by NSD Electronic Document Flow Rules.

Transit of Electronic Documents through "Open Envelope" and "Closed Envelope" Schemes

Features of forming transit electronic documents and corresponding Packages when using "open" and "closed" envelope schemes are defined in Appendix No. 4 "Ensuring Electronic Document Exchange through NSD EDMS" to NSD Electronic Document Flow Rules.

Transmission, reception and processing of transit electronic documents is carried out using NSD WEB-Cabinets, "Integration Gateway" Software, Participant's own software through WEB-service. Specific list, formats, specification and content of TED is determined by Participants.

Document Flow Scheme for Transit of Electronic Documents in NSD EDMS

For mutual recognition of electronic documents signed with electronic signature exchanged through NSD EDMS, NSD EDMS Participants may join the Agreement on Using Electronic Signature when Exchanging Documents in Electronic Form through NSD EDMS.

In the Agreement, Participants agree on the possibility of using, in the manner specified in the Agreement, electronic signature when exchanging electronic documents through NSD EDMS (including when making any transactions) with other Agreement Participants, both with those who previously concluded the Agreement and with new Agreement Participants. To join the Agreement, NSD EDMS Participants must submit an Application to Join the Agreement to NSD.
