Registrar of Financial Transactions
The Registrar of Financial Transactions (RoFT) is a key element of the financial marketplace, accumulating information on all transactions performed on financial platforms.
Overview

Information on transactions registered by the RoFT is provided to individuals through the Gosuslugi Portal. There is no fee for providing the statement to individuals via the Gosuslugi Portal.

In accordance with Federal Law “On the Execution of Financial Transactions Using Financial Platforms” No. 211-FZ of 20 July 2020, operators of financial platforms are obligated to provide information on financial transactions to the RoFT.

The register of financial platform operators is available on the official website of the Bank of Russia.

When assigning a repository code to a financial platform operator, the purpose of the latter must be strictly “Financial Platform Operator”.

Special account

NSD opens special accounts and provides settlement services for operators of financial platforms in accordance with Federal Law “On the Execution of Financial Transactions Using Financial Platforms” No. 211-FZ of 20 July 2020, when carrying out operations with funds belonging to beneficiaries who are users of financial services.

Information for financial institutions

Financial institutions are not required to take any special steps to register information about registered transactions in the register of contracts of the RoFT.

Legislation mandates that reporting to the RoFT is solely carried out by financial platform operators. Information from the register is available to financial institutions that are clients of the NSD’s Trade Repository; they can obtain it by submitting a request for an extract on registered contracts from the RoFT.
