NDC Recognized as Russia's Biggest Depository

The National Depository Center (NDC), Russia's only settlement depository servicing the full range of Russian securities, announced today that according to Russia's Top 30 Depositories Rating it has been named the largest Russian depository. Depositories are rated on the basis of criteria such as market value of securities on deposit, a figure which in NDC's case amounts to RUR4.6 trillion. In 1H2007 NDC handled 60% of all securities on deposit among settlement depositories in Russia (compared with 54% in 2006).

Our leadership is confirmed by ratings calculated on the basis of the value of securities on deposit and by NDC's securities turnover figure which exceeded RUR7.1 trillion in October 2007. This success could not be achieved without improvement of settlement services rendered to our clients, improvement of corporate governance, the increased reliability and efficiency of our work owing to our implementation of new technologies."

About Russia's Top 30 Depositories Rating

Russia's Top 30 Depositories Rating (http://www.safedepo.ru/top30_dep.php) is issued by the Infrastructure Institute Foundation. It is prepared on the basis of data provided by the Professional Association of Registrars, Transfer Agents and Depositories (PARTAD) for the first six months of 2007. This is a list of Russia's biggest depositories including settlement, custodial and specialized depositories ranked on the basis of market value of securities on deposit as of 30 June, 2007. The method of calculation of market value has been developed by Russia's Federal Service for Financial Markets (FSFM) providing for all securities (shares, bonds and units of unit investment trusts) to be assessed on basis of their market value.

It services 100% of transactions conducted in the federal bond and the Bank of Russia bond markets, 95% conducted in the corporate and regional bond markets, and 90% of stock exchange share transactions. It also holds accounts at the Central Depository of the Republic of Kazakhstan and the NDC of the Republic of Azerbaijan. Among NDC’s founders are MICEX and Bank of Russia (the founders’ shares in the property are 46.7% and 39.3% respectively, and in the votes 50.2% and 42.3% respectively). Members include GPB OJSC, Evrofinans Mosnarbank, Rosbank, VTB Bank (Vneshtorgbank), Bank of Moscow, Rossiysky Credit Bank, Vneshekonombank, ING Bank Eurasia, JP Morgan Bank International LLC, International Moscow Bank, Deutsche Bank, and Sberbank of Russia. The Partnership also has a stake in Depositary Clearing Company CJSC (36.96 %) and in Settlement Depository Company CJSC (29%).
