NSD Announces New Appointments

MOSCOW - National Settlement Depository (NSD), Russia's only settlement depository servicing the full range of debt and equity securities of Russian issuers, announces new appointments.

Stepan Tomlyanovich has been appointed Deputy Chairman of the company's Executive Board. Mr. Tomlyanovich will be responsible for issues of information technologies development and NSD's products and services enhancement.

Boris Cherkasskiy has been appointed NSD's Senior Vice President, Director for Strategy. Mr. Cherkasskiy will be responsible for elaborating of the company's development strategy, interacting with infrastructure organizations operating in CIS financial markets. He will be also supervising NSD's participation in profile associations and self-regulating organizations.

Alexey Zhinkin has been appointed the company's Vice President, Director for External Operations. He will be supervising issues of NSD's business relations with registrar and depository companies.

Eddie Astanin, Chairman of the Executive Board, commenting on the new appointments, said: "A formation of NSD's new efficient management team is one of the key factors of the company's success. The newly appointed persons are known as highly qualified managers; they have good reputation in the market and all necessary skills and experience for efficient solution of the assigned tasks."

About Alexey Zhinkin

In 1983 Alexey Zhinkin graduated from Moscow Aviation Institute with a specialty in applied mathematics. In 2007 he earned an MBA degree in the Institute of Business Studies in the Academy of National Economy under Government of the Russian Federation. In 1995-1998 Mr. Zhinkin was a general director of MKB-Registr Specialized Registrar. In 1998 he joined Mezhcombank as a chief of depository directorate. In 1998-2000 Mr. Zhinkin worked at P-R LLC, a specialized registrar. In 2000-2010 he worked for NIKoil Registrar as a deputy general director. In December 2010 he was invited to join NSD and was appointed the company's Director for External Operations.

Being a Chairman of the Committee of Registrars of the Professional Association of Registrars, Transfer Agents and Depositories (PARTAD) (in 1995-2003) and later PARTAD's Chairman of Legal and Organizational Issues Committee (from 2003 to present time) Mr. Zhinkin managed development of standards for registrars and depositories activities. He also was a member of the Board of Directors of PARTAD in 1996-2001. He was involved in creation of a number of FCSM's and FFMS's legal acts regulating the activities of registrars and depositories.

Mr. Zhinkin is an author of a number of publications related to stock market problems issued by Securities Market Magazine, Finance and Banks, Corporate Bulletin, Depositarium and other print media, and of 20 publications related to fluid dynamics and simulation modeling.

About Stepan Tomlyanovich

Stepan Tomlyanovich graduated from Finance Academy under the Government of the Russian Federation with a specialty in international economic relations. He started his career in securities markets in 1993, taking various posts in Mezhcombank's Securities and Economic Analysis Department in 1993-1995. In 1995 he joined UNEXIM Bank. In 1997 Mr. Tomlyanovich headed UNEXIM Bank's depository; after reorganization of UNEXIM Bank he worked as a director of ROSBANK Depository. In July 2008 Mr. Tomlyanovich joined Moscow branch of Deutsche Bank as a member of the Management Board and a director of its Group Technology & Operations  Department; he was responsible for the bank's operations and IT units. On 16 May, 2011 Mr. Tomlyanovich was appointed an Aide to NSD's Chairman of the Management Board. In June 2011 he was approved as a candidate to the Deputy Chairman of the Management Board of NSD by the Bank of Russia and was appointed to the new position.

In 2005-2008 Mr. Tomlyanovich was a member of the Board of Directors of National Registry Company. For many years he was a member of the Depository Committee of PARTAD and a member of Moscow Depository Association. He is an author of a number of publications related to problems of securities markets’ infrastructure issued by Securities Market Magazine, Depositarium and other specialized media.

About Boris Cherkasskiy

Boris Cherkasskiy graduated from Moscow State University in 1973 with a specialty in mathematics. In 1978 he received his PhD degree in physics and mathematics.

In 1973-1991 Mr. Cherkasskiy worked for the Central Economic and Mathematical Institute and for the Institute of Economic Forecasting of the Russian Academy of Sciences where was focusing on combinatorial algorithms. In 1993 Mr. Cherkasskiy joined the Bank of Russia as a chief specialist; later he headed one of the bank's departments. He was an author of the Bank of Russia's 44th depository services manual for credit organizations and of other documents regulating depository activities. He took part in development of a report on depository activities prepared jointly by Russia's Federal Commission for the Securities Market, Bank of Russia and the Ministry of Finance. Since 2000 Mr. Cherkasskiy worked for Depository Clearing Company CJSC (DCC), NDC, and for VTB depository. He also took part in formation of Russian Pension Fund's special depository. In April 2008 - August 2010 Mr. Cherkasskiy was a Vice President of DCC. In August 2010 Mr. Cherkasskiy joined NDC, and in November 2010 he was appointed NSD's Director for Strategy.

Mr. Cherkasskiy was one of the founders of the Association of Eurasian Central Securities Depositories (AECSD). He issued over 70 publications focused on depository issues.
