National Settlement Depository (NSD), Russia’s central securities depository that performs functions of the Substitute numbering agency in the Republic of Uzbekistan, begins assigning international codes to Uzbek issuers’ securities and transferring them to the international database of the Association of National Numbering Agency (ANNA).
It became possible after the Uzbekistan’s regulator affirmed NSD’s right to perform the functions of the Substitute numbering agency in the Republic of Uzbekistan and sent an appropriate official letter to the Board of Directors of ANNA. Central Securities Depository of the Republic of Uzbekistan will be responsible for information support, control of reliability and relevance of information about Uzbek securities with newly assigned ISINs and CFIs.
Previously, NSD and CSD of Uzbekistan signed the information exchange agreement that allows NSD to provide the services of the substitute numbering agency in the Republic of Uzbekistan. The two depositories established interactions to ensure assignment of the international codes to Uzbek securities.
Performing functions of the Substitute Numbering Agency
NSD is one of four organizations, including CUSIP Global Services (USA), SIX Financial Information Ltd (Switzerland) and WM Datenservice (Germany) authorized to act as Substitute numbering agencies in the countries without their own numbering agencies or in the countries which numbering agencies cannot perform their functions at some point.
In 2007, NSD received a status of the Substitute Numbering Agency in the CIS countries at the meeting of ANNA pursuant to the request of the Association of Eurasian Central Securities Depositories (AECSD). NSD may begin acting as the substitute numbering agency in a CIS country after a regulator of this country’s market issues a permit for this.
